This study aimed to investigate ICT policies and programs in the pioneering countries i.e. Australia and Finland and compare them to Iran. To analyze the data and present the results, George Bereday's method was used in four levels of description, interpretation, juxtaposition and comparison. The sample included the relevant documents that were purposely selected through the library and electronic resources. Data were analyzed by qualitative analysis of the documents. The findings showed that Australia's latest action is the National School Reform Agreement 2019-2023, which emphasizes the development of educational programs and curricula. Finland, as the first European country to initiate the integration of ICT in the educational system has been pursuing the development of future teachers' skills, designing e-learning, cultural preparation of schools and attracting business partners by launching the "ICT in School Everyday Life" initiative since 2010. Iran, along with its first efforts in designing programs such as Takfa, Roshd Network and Smart Schools, was able to accompany these developments. Overcoming challenges such as weak private sector participation, lack of long-term financial investment, lack of pre-service teacher training, and lack of coherent evaluation strategies can be a major step in the development of ICT programs in Iranian public education.}, keywords = {Australia,comparative study,education system,Finland,information and communication technology,Iran}, title_fa = {مطالعه تطبیقی برنامه‌های فناوری اطلاعات و ارتباطات در دوره آموزش عمومی نظام آموزشی استرالیا، فنلاند و ایران}, abstract_fa = {    ارزیابی­های بین­المللی فناوری اطلاعات و ارتباطات در نظام­های آموزشی نشان می­دهد که برخی کشورها دارای پیشرفت­های سریع تری در این زمینه بوده اند. در این راستا، هدف پژوهش حاضر تحلیل تطبیقی برنامه­های فاوا دوره آموزش عمومی در کشورهای پیشگام از جمله استرالیا و فنلاند و مقایسه آن با ایران بود. از روش پژوهش تطبیقی «جورج بردی» برای بررسی و تحلیل داده ها استفاده و نمونه پژوهش شامل اسناد و منابع مرتبط بود که به شیوه هدفمند از طریق منابع کتابخانه­ای و الکترونیکی انتخاب شدند. یافته ها نشان داد که استرالیا در تازه­ترین اقدام خود برنامه «توافقنامه اصلاحات ملی مدرسه ای» ویژه 2019 تا 2023 را که بر تحول برنامه های آموزشی و درسی تاکید دارد ، به مرحله اجرا گذاشته است. همچنین فنلاند، به عنوان اولین کشور اروپایی آغازگر تلفیق فاوا در نظام آموزشی از دهه 1980، توانست با راه اندازی طرح «فاوا در زندگی هر روزه مدرسه» از سال 2010، اهداف توسعه مهارت­های آینده معلمان، طراحی یادگیری الکترونیکی، آماده سازی فرهنگی مدارس و جلب مشارکت صاحبان تجاری را دنبال کند. ایران نیز همزمان با آغاز نخستین تلاش­ها با طراحی برنامه هایی نظیر طرح تکفا، شبکه رشد و مدرسه هوشمند توانست با این تحولات همراه شود. رفع چالش هایی همچون ضعف در جلب مشارکت بخش خصوصی،  فقدان سرمایه گذاری مالی دراز مدت، عدم آموزش قبل از خدمت معلمان و عدم استراتژی ارزیابی های منسجم می تواند گام بلندی برای توسعه برنامه های فناوری اطلاعات و ارتباطات در دوره آموزش عمومی ایران باشد.}, keywords_fa = {فناوری اطلاعات و ارتباطات,توسعه فناوری,نظام آموزشی,مطالعه تطبیقی,استرالیا,فنلاند}, url = {https://journal.cesir.ir/article_103834.html}, eprint = {https://journal.cesir.ir/article_103834_40907e88bc23ead004f205a5f7947b4d.pdf} }
