The countries under study were selected in a way that had a different geographical distribution and higher education system. This is an applied research in terms of nature, qualitative with a comparative method using documentary approach for collection of data. Researchers searched through reputable global databases such as UNESCO, the World Bank, and the Ministry of Higher Education of the target countries. Findings reveal that the most significant common goals of higher education of these seven countries are the increase of international exchange, outsourcing more of higher education activities to the private section, paying attention to availability of higher education for everyone, adapting and synchronizing higher education with job market. However, there are different ways to achieve these goals in the policy-making process of these countries. In advanced countries such as the United States, the United Kingdom and Japan, the realization of a superior scientific and welfare ecosystem has been considered important, with China's and Russia's developing education systems increasingly considering privatization and internationalization. While in Germany the start of new renovations is evident, in Iran the identification and repair of backwardness is emphasized by higher education policymakers.}, keywords = {comparative study,Goals of Higher Education,university}, title_fa = {رهیافتی تطبیقی دراهداف آموزش عالی کشورهای منتخب}, abstract_fa = {هدف مقاله حاضر مقایسه اهداف آموزش عالی  هفت کشور آمریکا، انگلستان، آلمان، روسیه، ژاپن، چین و ایران می باشد . کشورهای مورد مطالعه به گونه ای انتخاب شده اند که از پراکندگی جغرافیایی و نظام آموزش عالی متفاوتی برخوردار باشند. این پژوهش ازنظر هدف درزمره تحقیقات کاربردی ، ازنظر ماهیت ، کیفی با رویکرد تطبیقی و استفاده از مطالعه اسنادی است . محققین با کنکاش در  پایگاه های اطلاعاتی معتبر جهانی همچون سازمان یونسکو، بانک جهانی، و وزارت آموزش عالی کشورهای هدف، و مطالعه کتب و مقالات ، مفاهیم و ایده های مورد نظر رااستخراج نمودند.  یافته های پژوهش نشان داد مهمترین اهداف مشترک آموزش عالی این هفت کشور را می توان افزایش مبادلات بین المللی در آموزش عالی، برون سپاری بیشتر فعالیت های آموزش عالی به بخش خصوصی، پی جویی فرصت های شغلی آینده دانش آموختگان، توسعه سرمایه گذاری و حمایت های مالی از آموزش عالی، توجه به دسترسی همگانی به آموزش عالی، انطباق و همزمانی آموزش عالی با بازارکار قلمداد کرد. با این وجود شیوه های متفاوتی برای تحقق این اهداف در روند سیاستگذاری این کشورهاوجود دارد.درکشورهای پیشرفته ای همچون امریکا ،بریتانیا وژاپن رسیدن به اکوسیستم برترعلمی و رفاهی  مهم تلقی شده اند ، امادر نظام های آموزشی درحال توسعه چین وروسیه جهت گیری های اولیه بسوی خصوصی سازی وبین المللی سازی مدنظر قرار گرفته اند. در حالی که در آلمان تحول ونوسازی های جدید مشهوداست ،درایران هویت یابی وترمیم عقب ماندگی موردتاکید سیاست گزاران آموزش عالی است.}, keywords_fa = {مطالعه تطبیقی,اهداف آموزش عالی,دانشگاه}, url = {https://journal.cesir.ir/article_103836.html}, eprint = {https://journal.cesir.ir/article_103836_59803db5538a82946f6ac618fae5107a.pdf} }
