Comparative Analysis of Educational Needs Assessment Systems in Finland and Singapore: Lessons for Iran

Abstract
This qualitative research employs George Bereday's comparative method in four stages: description, interpretation, juxtaposition, and comparison. Data were collected through triangulation of sources, including credible international documents, semi-structured interviews, and a three-round Delphi technique. The findings reveal that in Finland, with its decentralized and teacher-centered approach, educational needs assessment relies on qualitative tools such as focus groups and formative evaluations. In contrast, Singapore, with its centralized and data-driven structure, utilizes labor market analysis, national surveys, and predictive modeling. Despite these differences, both systems emphasize foresight and adaptation to economic and cultural changes. Conversely, Iran's educational system, due to centralization and over-reliance on traditional tools, performs below the global average. Based on these insights, the proposed hybrid model for Iran comprises three components: (1) broad stakeholder engagement through regional councils, (2) use of mixed tools including qualitative interviews and big data analysis, and (3) cultural adaptation through pilot implementation in five selected provinces. This model, inspired by the strengths of Finland and Singapore, has been validated by domestic and international experts (90% consensus in the third Delphi round). The research innovation lies in presenting a localized and operational model that bridges the gap in previous studies by combining Bereday's method and the Delphi technique for consensus-building in educational needs assessment.

تحلیل تطبیقی نظام‌های نیازسنجی آموزشی در فنلاند و سنگاپور: درس‌هایی برای ایران

پژوهش حاضر با رویکرد کیفی و بهره‌گیری از روش تطبیقی جرج بردی در چهار مرحله‌ی توصیف، تفسیر، هم‌جواری و مقایسه انجام شده است. داده‌ها از طریق مثلث‌سازی منابع شامل اسناد معتبر بین‌المللی، مصاحبه‌های نیمه‌ساختاریافته و تکنیک دلفی سه‌مرحله‌ای گردآوری گردید. نتایج نشان داد که در فنلاند، با رویکردی غیرمتمرکز و معلم‌محور، نیازسنجی آموزشی بر پایه ابزارهای کیفی مانند گروه‌های کانونی و ارزیابی‌های تکوینی انجام می‌شود؛ در حالی‌که سنگاپور با ساختاری متمرکز و داده‌محور، از تحلیل بازار کار، نظرسنجی‌های ملی و مدل‌سازی‌های پیش‌بینی‌کننده بهره می‌گیرد. با وجود این تفاوت‌ها، هر دو نظام بر آینده‌نگری و انطباق با تحولات اقتصادی و فرهنگی تأکید دارند. در مقابل، نظام آموزشی ایران به‌دلیل تمرکزگرایی و اتکای بیش از حد به ابزارهای سنتی، عملکردی پایین‌تر از میانگین جهانی دارد. بر این اساس، مدل هیبریدی پیشنهادی این پژوهش برای ایران دربرگیرنده‌ی سه مؤلفه است: (1) مشارکت گسترده ذی‌نفعان از طریق تشکیل شوراهای منطقه‌ای، (2) استفاده از ابزارهای ترکیبی شامل مصاحبه‌های کیفی و تحلیل کلان‌داده، (3) انطباق فرهنگی از طریق اجرای آزمایشی مدل در پنج استان منتخب. این مدل، که از نقاط قوت فنلاند و سنگاپور الهام گرفته و با اجماع خبرگان داخلی و بین‌المللی (90٪ در دور سوم دلفی) اعتبارسنجی شده است، راهکاری عملی برای بهبود نظام آموزشی ایران ارائه می‌دهد. نوآوری پژوهش در ارائه‌ی مدلی بومی و عملیاتی نهفته است که با تلفیق روش‌های بردی و دلفی، خلأ موجود در پژوهش‌های پیشین درباره مدل‌های اجماع‌ساز در نیازسنجی آموزشی را برطرف می‌کند.
