Abstract
This research aims to conduct a comparative analysis of the governance, policymaking, and management of educational research in Finland, Malaysia, Turkey, and Iran. The goal is to identify common dimensions and structural distinctions among these systems and extract appropriate policy implications for improving the educational research system in Iran. The study employs a qualitative approach using the comparative method, with the analysis framework based on the Bereday model. Data were collected through documentary study and review of primary and secondary sources—including national documents, international reports, scientific articles, and related books from 2010 to 2024—and analyzed using qualitative content analysis. The findings reveal that, despite differences in governance structures, the studied countries share common components such as diversifying research funding sources, utilizing competitive mechanisms for allocating funds, and efforts to strengthen university-industry and university-society linkages. However, their governance and research management models show significant differences. Finland, relying on decentralized governance, institutional trust, a qualitative evaluation system, and strong linkages among universities, schools, and industry, presents a sustainable and quality-oriented model. Malaysia, with a centralized structure and mission-oriented policies, emphasizes quantitative development, technology-driven approaches, and enhancing the international standing of universities, though it faces challenges related to financial sustainability and bureaucratic constraints. Turkey, leveraging national institutions and aligning with European standards, pursues internationalization and research capacity development, yet economic fluctuations and the predominance of quantitative indicators in research evaluation remain among its challenges. In Iran, despite having suitable human capacity and high-level policy documents, the multiplicity of decision-making bodies, centralization, unstable financial resources, and weak connections between research, schools, and practical needs are among the most significant obstacles to improving the governance of educational research.Overall, the results indicate that the effectiveness of the governance system for educational research depends most critically on institutional coherence, policy stability, transparency in decision-making mechanisms, sustainable financing, and prioritizing a quality-oriented approach over purely quantitative logic. Accordingly, to improve Iran’s situation, moving toward integrated research policymaking, strengthening the qualitative evaluation system, developing targeted scientific collaborations, and redesigning the linkages among universities, schools, and executive institutions appear essential.
